The new service consolidates the previously offered bug bounty platform "IssueHunt" and the DevSecOps support tool "Baseline." It provides comprehensive support ranging from "shift-left" strategies in the development phase and AI-driven vulnerability management to offensive diagnostics conducted by white hat hackers.
"IssueHunt One" is built upon the following three pillars:
DevSecOps (Continuous Shift-Left without stopping development)
Detects and manages risks from the development stage through source code scanning, SBOM/SCA, and cloud configuration monitoring (CSPM).

Intelligence (Streamlining Vulnerability Response Operations)
Generative AI automatically performs vulnerability triage, while experts provide hands-on support for remediation, thereby reducing the burden on on-site teams.

Offensive (Proactive Defense)
Provides bug bounties conducted by white hat hackers, alongside an "unlimited annual" vulnerability assessment service that fuses AI with human expertise.

This support program began in FY2023, initiated by the Ministry of Internal Affairs and Communications' "Start-up Creation-type Embryonic Research and Development Support Project."
The ICT Startup League supports startups through four main pillars:
1. R&D Funding / Hands-on Support
Up to 20 million JPY in R&D funding is provided as a subsidy. Additionally, regarding hands-on support, the selection committee members who evaluated the startups continue to work closely with them after selection to promote growth. For companies that committee members strongly desire to see adopted, a dedicated support system is built where the members themselves provide ongoing assistance, such as advice on business plans and providing growth opportunities—akin to a dedicated "fandom" or mentorship.
2. Discovery & Incubation
The league provides learning and networking opportunities to promote the business growth of league members.
It also expands its scope to discover and nurture those aiming to start new businesses.
3. Competition & Co-creation
Functioning like a sports league, this serves as a venue for positive competition where startups learn together and challenge one another to win necessary funding (up to 20 million JPY). Through various opportunities such as sessions with selection committee members, it also provides a space for co-creation where league members can collaborate to expand their businesses.
4. Promotion
The initiatives of league members are broadcast in collaboration with media outlets. By letting more people know about these businesses, the league aims to expand opportunities for new matching and chances.
