MOLTON and Ricoh Japan Co-host First Legal DX Seminar for Local Governments — Solving Public Legal Challenges with "Cloud Legal" and "RICOH Contract Workflow Service" —

MOLTON and Ricoh Japan Joint Seminar

MOLTON Inc. (Headquarters: Chuo-ku, Tokyo; CEO: Yasufumi Sakichi), provider of the Legal BPaaS "Cloud Legal," and Ricoh Japan Corp. (Headquarters: Minato-ku, Tokyo) announced on February 10 that they will hold a joint seminar targeting officials from government agencies, local public entities, and municipalities.

This seminar proposes solutions for legal challenges faced by local governments by integrating MOLTON's "Cloud Legal Digital Government Plan" with Ricoh Japan's Contract Lifecycle Management (CLM) solution, "RICOH Contract Workflow Service."

■ Supporting Increasingly Complex "Public Legal Affairs" via Technology

With the decline in birthrate, aging population, and the promotion of regional revitalization, the importance of legal judgment in local government operations is increasing every year. However, many municipalities face challenges such as a shortage of legal experts and the increasing complexity of public legal affairs.

Under the theme "How to quickly resolve legal consultations specialized for local government duties?", the seminar will introduce the latest case studies utilizing AI and BPaaS (Business Process as a Service). It is scheduled to explain a mechanism that provides end-to-end support, from the digitalization of contract management to consultations with experts.

■ Accelerating the Expansion of the "Digital Government Plan"

In January 2026, MOLTON released its "Digital Government Plan" specifically for government agencies and local governments, and this seminar is part of the effort to expand its adoption.

Through collaboration with Ricoh Japan, the company aims to spread the wave of Legal DX to local governments nationwide and contribute to the realization of sustainable administrative services.

■ ICT Startup League
This support program was launched in FY2023, sparked by the Ministry of Internal Affairs and Communications' "Project for Supporting Seed-stage R&D for Startup Creation."
The ICT Startup League supports startups through four main pillars:
1. R&D Funding / Hands-on Support
Up to 20 million yen in R&D funding is provided as a subsidy. For hands-on support, selection committee members involved in the screening process continue to stay involved after selection to promote growth. For companies evaluated by committee members as "must-adopt," the members themselves provide continuous support, such as advice on business plans and growth opportunities—a support system described as "devoted fan" (Oshikatsu) style support.
2. Discovery & Nurturing
We provide opportunities for learning and networking to encourage the business growth of league members. We also seek to discover individuals aiming to become entrepreneurs to expand the startup ecosystem.
3. Competition & Co-creation
Designed like a sports league, it serves as a venue for positive competition where startups learn and challenge each other to win necessary funding (up to 20 million yen). We also provide a space for co-creation where league members can collaborate and expand their businesses through sessions with selection committee members.
4. Promotion
We promote the initiatives of league members in collaboration with the media. By making their businesses more widely known, we aim to expand opportunities for new matching and growth.
