MOLTON to Hold Additional "Legal DX Seminar for Local Governments" with Ricoh Japan Following High Demand — Proposing Public Legal Service Outsourcing and DX Promotion via "Cloud Legal" —

MOLTON and Ricoh Japan Co-hosted Seminar Additional Session

MOLTON Inc. (Headquarters: Chuo-ku, Tokyo; CEO: Yasufumi Sakichi), provider of the contract and legal BPaaS "Cloud Legal," announced on March 10 that it will hold an additional session of its Legal DX Seminar for national government, local public body, and municipal officials. The seminar, co-hosted with Ricoh Japan Corp., comes in response to positive feedback from previous sessions.

The additional seminar will be held online on Wednesday, March 18, 2026, from 14:00 to 14:45. Participation requires prior registration.

■ Solving Challenges in Increasingly Complex "Public Legal Affairs"

With the decline in birthrate, aging population, and the promotion of regional revitalization, the importance of legal judgment within local governments is increasing every year. Conversely, many municipalities face a shortage of legal experts, making it an urgent priority to address increasingly complex public legal affairs.

Under the theme "How to Quickly Resolve Legal Consultations Specialized for Local Government Duties?", this seminar presents solutions that combine technology with expert knowledge. The decision to hold this additional session was made promptly following the significant response received during the previous event.

■ The Potential of "Cloud Legal Digital Government"

During the seminar, MOLTON will also explain the integration between "Cloud Legal Digital Government"—their Alternative Legal Service Provider (ALSP) offering for national and local governments—and Ricoh Japan’s contract management solutions.

Through continuous collaboration, both companies aim to strongly support the realization of sustainable administrative services and reduce the workload of officials (Legal DX) in municipalities nationwide.

■ ICT Startup League
This support program was launched in FY2023, triggered by the Ministry of Internal Affairs and Communications' "Project for Supporting Seed-stage R&D for Startup Creation."
The ICT Startup League supports startups through four main pillars:
① R&D Funding / Hands-on Support
R&D expenses of up to 20 million yen are provided in the form of subsidies. Furthermore, the selection committee members involved in choosing league members continue to provide hands-on support to promote growth even after the selection process. For companies that committee members evaluate as "must-adopt," the evaluators themselves provide ongoing support, such as advice on business plans and providing growth opportunities—a support system akin to "fandom-based" mentorship.
② Discovery & Cultivation
The league provides opportunities for learning and networking to encourage the business growth of league members.
Additionally, it seeks to discover individuals aiming to start businesses in the future, aiming to expand the entrepreneurial base.
③ Competition & Co-creation
The league functions as a venue for positive competition, similar to a sports league. Startups learn together and compete to win the necessary funds (up to 20 million yen). It also provides a space for "co-creation" where league members collaborate to expand their businesses through various opportunities, such as sessions with selection committee members.
④ Communication
The initiatives of league members are promoted in collaboration with the media! By sharing these businesses with a wide audience, the league aims to expand opportunities for new matching and business prospects.
