Cloud Legal wins 1st place in BOXIL Ranking

MOLTON "Cloud Legal" Ranks #1 in Multiple Categories in BOXIL Document Request Rankings ― Support grows for contract review and legal research, driven by rising demand for Legal BPaaS ―

MOLTON Inc. (formerly a23s Inc.; Head Office: Chuo-ku, Tokyo; CEO: Yasufumi Sakichi), provider of the generative AI-powered corporate legal outsourcing service "Cloud Legal," announced on January 29 that the service achieved the No. 1 overall ranking in multiple categories in the "H2 2025 BOXIL SaaS Document Request Ranking" published by SMARTCAMP Co., Ltd.

"BOXIL SaaS" is one of Japan's largest SaaS comparison sites, and this ranking is compiled based on the number of document requests made within the site. The results demonstrate that Cloud Legal is attracting significant attention by meeting the legal problem-solving needs of enterprises.

■ Top Rankings in "Contract Review," "Legal Research," and More

The service secured the number one spot in major categories, including "Contract Review Services," "Legal Research," and "PMD Act Check Services."

Amidst a serious shortage of legal talent, the "BPaaS (Business Process as a Service)" support model—which fuses generative AI with teams of experts such as lawyers—appears to have been embraced by many companies as a practical solution.

■ Becoming Infrastructure to Accelerate Legal DX

In response to this recognition, MOLTON plans to further expand features and strengthen its support system.

The company recently announced a "Digital Government Plan" for government agencies and local municipalities. It aims to establish itself as a legal infrastructure for society as a whole by promoting the "democratization of legal affairs," covering not only private enterprises but also the administrative sector.

■ ICT Start-up League
A support program launched in FY2023, initiated by the Ministry of Internal Affairs and Communications' "Start-up Creation-type Germination Research and Development Support Project."
The ICT Start-up League supports startups through four pillars:
1. R&D Funding / Hands-on Support
Up to 20 million yen in R&D funding is provided as a grant. In terms of hands-on support, the selection committee members involved in choosing the league members continue to stay close after selection to promote growth. A support system akin to "Oshi-katsu" (enthusiastic support) is built, wherein evaluators who strongly wanted to select a specific company provide continuous support, such as advice on business plans and providing growth opportunities.
2. Discovery & Incubation
We provide opportunities for learning and networking to encourage business growth for league members.
We also aim to expand the base by scouting those aiming to start businesses in the future.
3. Competition & Co-creation
The league serves as a venue for positive competition, like a sports league, where startups learn together and improve through friendly rivalry to win the necessary funding (up to 20 million yen). It also offers a place for co-creation where league members collaborate to expand businesses through various opportunities such as sessions with selection committee members.
4. Promotion
We will publicize the initiatives of league members in collaboration with the media! By letting more people know about their businesses, we aim to expand opportunities for new matching and chances.
