MOLTON Inc. (formerly a23s Inc.; HQ: Chuo-ku, Tokyo; CEO: Yasufumi Sakichi), provider of the GenAI-powered corporate legal outsourcing service "Cloud Legal," announced on January 20 the launch of its "Digital Government Plan" tailored for government agencies, local public bodies, and municipal DX.
This plan aims to address social issues such as the deepening shortage of legal personnel in local governments and regional disparities in expert resources through an internet-based Web service (BPaaS).
In recent years, the volume and complexity of legal work within local governments have increased due to the promotion of digitalization and heightened compliance awareness. Meanwhile, there is a shortage of experts, such as lawyers well-versed in administrative law and the Local Autonomy Act. This has created an isolated situation, particularly in non-urban areas, where there is "no one to consult."
To address these challenges, MOLTON has built a system that allows access to high-level legal infrastructure regardless of location.
The "Digital Government Plan" expands upon conventional corporate services by establishing a structure of lawyers and professionals capable of handling administrative law and the Local Autonomy Act.

Expansion to Specific Fields
Handled by a team of experts well-versed in administrative law and the Local Autonomy Act.
Multi-channel Consultation
Consultations with lawyers and professionals are available via web chat, remote meetings, and telephone.
Fusion of AI and Humans
Combines immediate answers from Lawyer-supervised Legal AI with contract review and drafting by experts to achieve both speed and quality.
Concurrent Use with Existing Advisors
The service can share roles with current advisory lawyers, serving as a second opinion or a BCP (Business Continuity Plan) measure during disasters.
Upon the release of this plan, Ricoh Japan Corp., Bengo4.com, Inc., and NX Wanbishi Archives Co., Ltd. have expressed their endorsement. By collaborating with each company's municipal networks and electronic contract/document management solutions, MOLTON intends to strongly support the strengthening of regional legal foundations and the promotion of DX.
■ About the ICT Startup League
This support program was launched in FY2023, initiated by the Ministry of Internal Affairs and Communications' "Startup Creation-type Germination Research and Development Support Project."
The ICT Startup League supports startups through four main pillars:
1. R&D / Hands-on Support
Up to 20 million JPY in R&D funds is provided as a grant. Additionally, regarding hands-on support, the selection evaluation committee members remain involved after selection to foster growth. A dedicated support system is built where committee members who rated a company as one they "absolutely want to adopt" provide ongoing support—such as advice on business plans and providing growth opportunities—acting as personal advocates for the startup.
2. Discovery & Incubation
We provide opportunities for learning and networking to promote the business growth of League Members.
We also expand the ecosystem by discovering aspiring entrepreneurs.
3. Competition & Co-creation
The league serves as a positive competitive environment similar to a sports league, where startups learn together and compete to win necessary funding (up to 20 million JPY). Through various opportunities such as sessions with selection evaluation committee members, we also provide a space for co-creation where League Members can collaborate to expand their businesses.
4. Dissemination
We disseminate the initiatives of League Members in collaboration with the media! By letting more people know about these businesses, we aim to expand opportunities for new matching and chances.
